Oregon is not a franchise registration state nor a franchise filing state. You may offer or sell your franchise without registering or filing your FDD with the state, provided that you are compliant with the FTC Franchise Rule. Oregon has enacted franchise relationship laws that govern the franchisor/franchisee relationship which mirror the federal rules that require franchisors comply with the rules on disclosure. Additionally, the rule requires franchisors to keep books and records of their transactions and provide them to the Oregon Division of Financial Regulation when requested.
